Received the following clarifications from the government 09/25/29:
1. Building 359 Fire Watch
Response #45 repeats the SOW language stating that fire watch will be maintained when any part of the building is unoccupied. However, Responses #49 and #56 state that fire watch is not required when the facility is secured and no personnel are inside. Please confirm that Responses #49 and #56 supersede the earlier language and that, for B359, fire watch is only required while the fire alarm system is impaired and personnel are present in the facility.
Fire watch is also required when personnel are not present. A fire watch will be necessary.
2. Door / Access Control Interfaces
Responses #32, #59, and #64 appear to create some ambiguity regarding door/access-control interfaces. Response #32 states that the fire alarm system is not integrated with other systems, including access control. Response #59 states that existing door control interfaces are to be tested and must function in accordance with NFPA 72, NFPA 101, and UFC 3-600-01. Response #64 further states that the maglocks are on a separate system.
Please clarify what specific door control interfaces, if any, are currently connected to the fire alarm system and are required to be reconnected and tested under this project. Please also confirm whether any access-control, maglock, door-release, or door-holder work is included in the project scope.
These interfaces are not spelled out in the scope. The new system should be able to operate the same way the old system was. It does not look like there are any door interfaces connected to the fire alarm system.
3. The programming laptop is Government-furnished.
Yes per the SOW section VI.A.2.c.
4. Whether the intent of the software requirement is turnover of the final programming/configuration files and settings to 6 CES, rather than providing a transferable lifetime manufacturer software license.
Software licenses are subject to approval. When accessing computers, contractor is required to coordinate with government IT for escort. Final configuration shall be turned over to government.
